The attempt to enforce the Stamp Act of 1765 in the British colonies of America caused the outcry of “no tax without representation.” The stamp duty controversy contributed to the outbreak of the American War of Independence. The amount of stamp duty has been significantly reduced in recent years. In addition to the transfer of shares and securities, the issuance of bearer securities and certain transactions with partnerships, stamp duty in the United Kingdom was largely abolished from 1 December 2003. The Stamp Property Tax (SDLT), a new property transfer tax derived from stamp duty, was introduced for land transactions on 1 December 2003. The “Stamp Duty Reserve Tax” (TDRT) was introduced in 1986 on transfer agreements for non-securitized shares and other securities, and with the increase in paperless transactions, TDS now applies to most transfers of shares and securities instead of stamp duty. Stamp duty on transactions was replaced by the new Land and Property Transaction Tax (LBTT) in Scotland from 1 April 2015 and replaced by the Property Transaction Tax in Wales on 1 April 2018.  When paying, it is important to use the correct UTRN and HMRC 11-digit bank account. This allows HMRC to link the payment to the SDLT return.
